Cosmetic Regulations in Asia - Part 2: Specifics of Existing Regulations

In Russia the Federal Law was formulated in compliance with the EU cosmetics and fragrance regulations and in cooperation with the Russian Association of Perfumery, Cosmetics & Household Chemistry Manufacturers (APCoHM). It exists as a draft, however, according to legislators it will be implemented within several months1. The law basically defines: * Mandatory requirements to guarantee the safety of perfumery and cosmetic products at all stages - Negative & positive ingredient lists, positive lists for colors, preservatives & UV-filters, requirements for sanitation, packaging & consumer information, information files for the competent authority on substances used in the products * Mandatory requirements for securing safety during the manufacturing processes, incl. a quality management system * Mandatory filing of confirmation data for the products to ensure compliance with the legal requirements. The Cosmetic Regulations of Turkey were published officially in May 2005 and with that the implementation of these was made mandatory.
