China Passes Cosmetics Supervision and Administration Regulation

China_Updates_CSARChina State Council releases the final version of cosmetic regulation – Cosmetics Supervision and Administration Regulation (CSAR). CSAR will replace the existing regulation – Cosmetics Hygiene Supervision Regulations (CHSR), which was released in 1989.

China Strengthens Supervision over Cosmetics


Activities for manufacturing and operating cosmetic products will be subject to more stringent supervision and management, according to a regulation unveiled by the State Council on 29 June 2020.

The move aims to ensure the quality and safety of cosmetics, safeguard the health of consumers, and keep the makeup industry on a sound growth trajectory. The regulation targets cosmetics production and operations in China, specifying applicable supervision and management provisions.

According to the regulation, China categorizes cosmetic products into special cosmetics managed within a registration-based system, and ordinary cosmetics covered through recordkeeping. The new regulation will be implemented on 1 January 2021 replacing the existing guideline for overseeing cosmetics hygiene.
