California's Toxic-Free Cosmetics Act Signed into Law; Act to Ban 12 Ingredients

Toxic_Free_Cosmetics_Act_Sign_LawThe State of California, Governor Gavin Newsom signs the Toxic-Free Cosmetics Act into law California Assembly Bill 2762 (AB 2762). The law prohibits the sale and manufacturer of cosmetics and personal care products with certain ingredients in California.

Law Bans 12 Ingredients of Concern


  • Dibutyl phthalate (CAS no. 84-74-2)
  • Diethylhexyl phthalate (CAS no. 117-81-7)
  • Formaldehyde (CAS no. 50-00-0)
  • Paraformaldehyde (CAS no. 30525-89-4)
  • Methylene glycol (CAS no. 463-57-0)
  • Quaternium-15 (CAS no. 51229-78-8)
  • Mercury (CAS no. 7439-97-6)
  • Isobutylparaben (CAS no. 4247-02-3)
  • Isopropylparaben (CAS no. 4191-73-5)
  • m-Phenylenediamine and its salts (CAS no. 108-45-2)
  • o-Phenylenediamine and its salts (CAS no. 95-54-5)
  • 13 per- and polyfluoroalkyl substances (PFAS) and their salts

Bill Creates Global Standard for Safety


The Environmental Working Group (EWG) and the Personal Care Products Council (PCPC) applaud Governor Newsom for signing the bill into law. The landmark bill moves the industry one step closer to global regulatory alignment.

First State to Limit Use of Toxic Ingredients


California is the first state to limit the use of 12 toxic ingredients from all cosmetics and personal care products, such as moisturizers, hand sanitizers, body washes and other essential products used every day. The 12 ingredients are already prohibited from cosmetics and other personal care products sold in the European Union and other countries.

The law was coauthored by Assembly Members: Al Muratsuchi (D-Torrance), Bill Quirk (D-Hayward) and Buffy Wicks (D-Oakland). Black Women for Wellness, Breast Cancer Prevention Partners, CalPIRG and EWG were co-sponsors, and other public health, environmental, consumer protection, and faith-based organizations were integral to this joint effort.
