Viscosity-boosting surfactants help turn aqueous solutions into nice gels by enabling water to swell up. They also help incorporate oils, fragrances, and active ingredients evenly.

  9. Hair Care: Surfactants effectively cut through dirt, oil, styling product buildup and other impurities. They reduce tangling and condition locks during the wash process while boosting lathering properties.

It looks like the author mixed up the properties of the hydrophilic head & the hydrophobic tail. The hydrophilic head should be polar with varying charge properties, and the hydrophobic tail should be non-polar.
