Hexylene glycol, PEG-25 hydrogenated castor oil, PEG-40 hydrogenated castor oil. Acts as solubilizing agent. This proprietary blend of solubilizers is specifically formulated in ratios to optimize the solubilization of oil soluble substances in water-based formulations and the solubilization of water and water-soluble substances in anhydrous formulations. Typically used in a 1:1 ratio with the material requiring solubilization.
