Cyclopentasiloxane (and) Dimethicone Crosspolymer (and) Dimethicone (and) Laureth-23 (and) Laureth-4. DOWSIL™ 7-3101 Elastomer Blend HIP Emulsion by Dow acts as an emollient. It is a high internal phase (HIP) emulsion with low surfactant concentration.
